When I replace & with &amp; I get the error message "the system can not locate the object specified"

Any idea, where is the issue?

Thanks Michael for the guideline.  
How can I pass the text as a parameter in xslt 1.0?  Can anyone help?

Frederic, I don't mind using python but I am already using saxon.  I would like to stick with it.  Thanks anyway :-)

You can do this using the unparsed-text() function in XSLT 2.0. In 1.0 you'll need to write an extension function (or pass the text in as a parameter).
