If you don't create new elements, there won't be any elements in the
result tree.

There are four ways of creating an element:

<lre>: use a literal result element if you know the name at compile time
<xsl:copy>: copies the element name (but not the content) from the
source document
<xsl:copy-of>: copies a whole subtree from the source document
<xsl:element>: computes both the element name and the content
dynamically

Take your pick, but all four methods create new elements.
