It depends a little on the XSLT processor you are using. With Saxon and
JDK 1.4:

<img 
   style="WIDTH: 200px; HEIGHT: 75px"
   src="{uri:resolve(uri:new($urlpath), IMAGES/HEADER)}"
   xmlns:uri="java:java.net.URI"/>
