Surely you just want the value of the param don't you?
I'm not sure what part you missed?

<xsl:attribute name="src">

<xsl:value-of select="$urlpath"></xsl:value-of>
<xsl:text>/</xsl:text>
<xsl:value-of select="IMAGES/HEADER"></xsl:value-of>

</xsl:attribute>
</img>

of course the xsl:attribute syntax is making things verbose here you
don't need that unless you want to compute the attribute name.
The above could be written

<img style="WIDTH: 200px; HEIGHT: 75px" src="{$urlpath}/{IMAGES/HEADER}"/>
