This is an XML question not an XSL one, so this is the wrong list, but
anyway..

There is no PCDATA attribute type in XML.

You can not have a literal < in any XML attribute value, so in
particular you can't have a CDATA section.

If it is not an option, you'll have to use SGML not XML.
