yes but it would do the same if you removed the <![CDATA section which
is doing nothing in that case as there are no < or & in the section.

Using A CDATA section  or using &lt; to get a < as character data has no
effect on the output.

NO! cdata-section-elements controls the _output_ serialisation.
If you have a < in the input you still need to use a CDATA section, or
write it as &lt; otherwise your stylesheet is not well formed.
