It is clarified by erratum E8, which expands the text to "ignore the offending nodes together with their content". This brings the rules for xsl:attribute into line with those for xsl:comment and xsl:processing-instruction. (But the treatment is different from the handling of non-text nodes with output method="text", where the offending nodes are ignored but their content isn't.)
