Presentation MathML is (essentially) Presentation if you have an
operator that you want to appear as = then you may use <mo>=</mo>
In Content MML  you ought to make sure that a system doesn't try to
infer equality semantics you could wrap it in a semantics element or
instead use 
<csymbol definitionURL="mailto:dandiebolt@xxxxxxxxx">=</csymbol>

However I suspect that the XSL content of this thread has declined to
the point that it should maybe move to www-math@xxxxxxx
