Supporting the ability to match on default namespace does not
predicate a particular design on how to enable this feature.
The other requirement (#1.1) to maintain compatibility with
XSLT 1.x would mean that fulfilling requirement #2.1
could not be done via a wholesale change in default behavior
as I believe you are fearing.
