No, they are XML elements, XSL is the stylesheet and transformation language for XML. the DLL used by default in internet explorer 5 (msxml) does include an XML parser, an XDR (XDR=Microsoft flavoured XML schema) validator, and an XSL system (or at least Microsoft implementation of an early XSLT draft). But these are all essentially different functionalities and languages even though they are packaged up in one library in that implementation.
