No DTD can require any particular white space within a tag.

The only reason for doing it is to use XML syntax on existing HTML
browsers and exploit their lax error handling.

HTML is not a XML language so <br /> should be an error but it turns out
that certain well known browsers accept it as long as the space is
there, but that isn't because the HTML dtd requries a space, it is just
because the parsing in HTML browsers is sufficiently broken that they
accept anything that looks more or less like html, so may as well use
this fact to get an xhtml browser `for free'.
