Is it optional?
Look at the descriptions of various axes (e.g. descendant,
descendant-or-self, etc.); those descriptions will probably be not in the
XSL spec, but in the XPath Recommendation at:
http://www.w3.org/TR/xpath
The double-colon "::" is used to separate the axis designation from the
node test portion of the XPath expression.
