There may be neater solutions, but I think setting up a variable and 
then using the variable name in your substring function call works 
with XT:

e.g.

either
<xsl:variable name="lapos">l&apos;</xsl:variable>
or
<xsl:variable name="lapos">l&#39;</xsl:variable>

and then

<xsl:when test="substring($Nom,1,2) = $lapos">
