Wrong actually, you can't use " inside an XML attribute value delimited
by " so you have to have
"{substring-after('abcd','b')}"
or
'{substring-after("abcd","b")}'

the other suspicious thing about the original line was
> <INPUT NAME ="FJKAFJÖASJD"  TYPE="SUBMIT"
which appears to be using latin-1 letters in what appears to be a utf8
encoded stylesheet.
