Exactly my thought.  See my proposal, "Initial Audio Characteristics
for XSL," at <URL:http://www.oreilly.com/people/staff/crism/xsl/>.
It's a little old, and makes reference to ACSS instead of CSS2, but
the principles hold up, I think.
