Just a thought:- The Tk toolkit is about as close to a freely available, cross platform, language independent GUI construction kit that there is. Its native habitat is of course Tcl as in Tcl/Tk but there are fine interfaces to Tk from Perl and Python at the very least. (There is also a very cute freely available tcl/tk Web browser plug in.)
