Just a thought:-

The Tk toolkit is about as close to a freely available, cross platform, language
independent GUI construction kit that there is.

Its native habitat is of course Tcl as in Tcl/Tk but there are fine interfaces
to Tk from Perl and Python at the very least. (There is also a very cute
freely available tcl/tk Web browser plug in.)

A typical piece of Tk:-

        frame .mbar -borderwidth 1 -relief raised
        menubutton .mbar.file -text "File" -menu .mbar.file.m
        menu .mbar.file.m
        pack .mbar -fill x
        pack .mbar.file -side left
        .mbar.file.m add comment -lable "Exit"

A typical pieces of TkXML (:-)

        <frame name =".mbar" borderwidth="1" relief="raised">
        <!-- etc. -->
