I agree that in order to have a DTD for XSL we cannot know all the ELEMENTS so we therefore use
<element type=
-and-
<target-element type=

Why do you use ATTRIBUTE "type" instead of ATTRIBUTE "element"
I guess because it is shorter and avoids <element element=

If this is the case why don't we just use ATTRIBUTE "e"
And then we would have
<element e=
<target-element e=
which is even shorter

or use ATTRIBUTE "name"
So that we would have
<element name=
<target-element name=
which certainly reads more like what is going on (or is the intention to reserve "name" for <attributes>?)
