Right.  The issue is assuming that "on the web", 
any resource was created to meet a common set of 
requirements.  They aren't.  Thus, negotiation.

It isn't just Ted who makes such assumptions. The 
real world is: trust but verify.

Clearly, this is all true. That's why in real world applications, people 
forsake XML, HTML, and the common SGML conventions, relying solely on 
out-of-line markup.

Seriously, out-of-line markup is useful, but is overkill for many 
applications. Ted seems to assume that only the requirements of his 
applications matter. Many people have different requirements than these.
